The Council is proposing to make changes to the way that parking is charged, for both residents’ parking and “Pay to Park” hourly charges.
The proposal is to charge based on an emissions-based system. This would mean that electric vehicles would start to pay for an annual residents’ permit, whilst petrol and diesel vehicles will pay dependent on their direct CO2 emissions.
What do you think to these changes? Do you think that this could discourage take-up of electric vehicles? Should the Council wait until there is a higher uptake of electric vehicles and more EV charging facilities? Or is the council right to start charging for these types of vehicles?
A summary of the proposed charges for residents’ parking is shown in the table below (there are other additional charges, such as for multiple vehicles and diesel engines):
| Vehicle type | CO2 emissions (g/km) | Charge per year |
| Electric | 0, with a small battery (capacity 1 – 69 kwh) | £40 |
| Electric | 0, with a large battery (capacity 70+ kwh) | £80 |
| Internal combustion engine | 1 – 90 | £90.95 |
| Internal combustion engine | 91 – 130 | £123.05 |
| Internal combustion engine | 131 – 150 | £139.10 |
| Internal combustion engine | 151 – 255 | £214.00 |
| Internal combustion engine | 256 or more | £321.00 |
